Recently MCI (Medical Council of India) published Public Notice for obtaining Eligibility Certificate to Pursue Medical Qualification (MBBS) from Over Seas. Which says :-
This is to inform to all concerned that the requirement of obtaining Eligibility Certificate to pursue Primary Medical Qualification (MBBS or its Equivalent) by an Indian Citizen/Oversees Citizen of India is mandatory in terms of section 13(4B) of the Indian Medical Council Act, 1956, it is also brought to attention that the requirement of obtaining Eligibility Certificate was dispensed with by the Indian Medical Council (Amendment) First and Second Ordinance, 2013. However, with the lapse of the Indian Medical Council (Amendment) Second Ordinance, 2013, the requirement of obtaining Eligibility Certificate from the Medical Council of India stands revived w.e.f. 04.01.2014.
The Executive Committee of the Council has decided to restart issuance of Eligibility Certificate w.e.f the current Academic Year i.e 2016-2017.
Accordingly, public at large is hereby informed that in terms of Section 13(4B) of the Indian Medical Council Act, 1956 and Clause 4(2) of the Screening Test Regulation, 2002, an Indian National/overseas Citizen of India who desires to take admission into MBBS or its equivalent course in a Medical University/Institution outside the country, is required to obtain Eligibility Certificate from the Medical Council of India, New Delhi before leaving the country. It is not permissible for holder of a primary medical qualification to appear in the Screening Test without obtaining an Eligibility Certificate from Medical Council of India.
Therefore, all the applicants who have taken and/or desire to take admission into MBBS or its equivalent course in Medical University/Institution outside the country may apply for Eligibility Certificate to the medical Council of India, New Delhi on the prescribed application Form No.1 along with all relevant documents and fee. They said application form may be downloaded from the MCI website www.mciindia.org.

The Above clause becomes Mandatory for those going Out side India to study MBBS/MBBS Equivalent course from 1-June-2016 onward.
According to them, students of Year batch 2014 and 2015 can submit required form/documents any time from now onward, but not given the last date to do so.

On my visit to MCI ,Delhi office on 03-June-2016, they have given the following guidelines for this process :-
- Application Form to be filled .
- Payment to be made for Eligibility Certificate and Marksheet verifications .
- All prescribed documents mentioned in the checklist will be scrutinised .
- The candidate is advised to come personally at MCI and get their documents verified .
- All originals shall be returned back after verification .
- If verification is found ok, they shall be given an acknowledgement .
- Eligibility certificates shall be sent to the mentioned E-mail ID of the student .
- Student can process their applications for the admission , it is a parallel process .
- Students can download application form including Checklist and Instructions from MCI website www.mciindia.org .
